CSULB Admission: Prospective students should first apply to CSULB in order to obtain a registration date to register for the Program Prerequisite courses. Students that are current CSULB students that will be receiving a bachelors or masters degree at the end of the current semester must reapply to the university to continue as a credential student. ITEP Students do not need to reapply to the university.
The CSULB deadline for Fall admission to the University is June 1st.
The CSULB deadline for Fall admission for International Students is April 1st.
The CSULB deadline for Spring admission to the University is November 1st.
The CSULB Deadline for Spring for International Students is October 1st.
The University application deadline is firm. Applications to the university will NOT be accepted after the deadline. Candidates that miss the university deadline may attend through Open University until the next application period. Please be aware that admission to the University does not constitute admission to the program. There is a separate ESCP Program Application that is outlined below that must be submitted while enrolled in the program pre-requisite courses. This is a second and complete separate application from the University Application online at CalSTate Apply. Candidates must submit both applications.

Program Admission Requirements
Candidates must meet the following admission criteria to be eligible for full admission to the Education Specialist Credential Program:
- Submission of a complete application packet prior to the appropriate deadline
- G.P.A. of at least 2.75 for the last 60 semester or 90 quarter units, or 2.67 overall
- Completion and passage of oral interview with program faculty
- Verification of the Basic Skills Requirement
- Current TB test verification
- Valid CTC Issued Certificate of Clearance, 30-Day Sub Permit, Activity Supervisor Permit, Child Development Permit or Multiple or Single Subject Credential
- Provide verification of subject-matter competence by passing the appropriate subject matter examination(s), through completion of a CTC approved Subject Matter Program, or through completion of an approved bachelors degree in Liberal Studies or an exact Single Subject area. (Not required for ITEP applicants)
- Successful completion of at least three prerequisite courses (one of which must be EDSP 454)
- Complete and provide documentation of a field experience of at least 45 hours in a K-12 general education setting or provide proof of a valid Multiple Subject or Single Subject Credential issued by the CTC (The CSU has suspended this program admission requirement for Spring 2022 applicants.)
The Credential Program Application is typically submitted once a candidate has enrolled in or complete at least 3 of the 5 prerequisite courses with one of them being EDSP 454. Candidates that have not completed all 5 prerequisites will be admitted provisionally and will need to complete the prerequisites during their first semester in the program.
Candidates are required to complete a group interview with program faculty members prior to being admitted to the program. It is suggested that the interview be completed prior to submitting a program application. Interviews are conducted ONLY during the Academic Semester in the months of March, April, May, October, November & December. Candidates that are planning to apply to the program during Winter or Summer should ensure that they sign up for an interview in the previous Fall or Spring semester. Interviews do NOT take place in Summer or Winter. Please contact the Teacher Preparation Advising Center to sign up for an interivew the semester you are planning to submit your program application. Interview times fill up so it is suggested that you contact the office early in the semester to secure an interview appointment.

Once candidates submit a complete program application and are admitted to the Education Specialist Credential Program, they will be invited to attend a Mandatory Advisement Session. Mandatory Advisement is REQUIRED of all candidates and is where you will be issued permit for all EDSP and ED P core courses. Candidates may enroll in EDEL core courses without a permit.

Before clicking the One Drive link, be sure you have all your application documents ready to upload.
Use the checklist below to organize your digital application packet and name your files appropriately prior to uploading all required documents to the ESCP Application One Drive file link below.
- 1-ESCP Application - The application is to be completed and signed via DocuSign. Attach your Personal Statement and unofficial transcripts from each institution you have ever attended in DocuSign and then download as ONE PDF and saved as “1-ESCP Application” before uploading to the ESCP Application One Drive File.
- Personal Statement – 1-2 Pages Types, double space. Describe (1) How did your interest in special education begin? (2) What experiences, training, and talents do you bring to the area of special education? (3) What are your short term and long-term career goals? and (4) How do our program goals fit your personal goals?
- Unofficial Transcripts – Attach Unofficial Transcripts from EACH institution you have attended, including CSULB.
- 2-TB Test – Skin Tests, Risk Assessments and Blood Tests are valid for 4 years and Chest x-rays are valid for 8 years. Verification must show the date read and results (negative). Scan and save as “2-TB Test” then upload to ESCP Application One Drive file.
- 3-Basic Skills Requirement – Official proof of the Basic Skills Requirement (CSET, CSET Writing, SAT, ACT, AP Scores, Official BSR Verification Letter verifying coursework, etc.) Click on Basic Skill Requirement in the navigation menu for more information on available options. Save proof of Basic Skills Requirement as “4-Basic Skills Requirement” and upload to the ESCP Application One Drive file.
- 4-Subject Matter Competence (NOT Required for ITEP Applicants) – Proof of passage of the appropriate CSET exam or completion of a Subject Matter Preparation Program. Save proof of subject matter as “4-Subject Matter Competency” and upload the ESCP Application One Drive
- 5-CTC Clearance - Take a Screen shot of your Certificate of Clearance, 30 Day Sub Permit, Child Development Permit or Activity Supervisor Permit from the CTC website showing Document Number and Expiration Date. Save the Screen Shot as “5-CTC Clearance” and then upload to the ESCP Application One Drive file.
- Two Confidential Applicant Recommenders – Candidates must submit the name and email address for TWO individuals who are familiar with the candidate’s abilities and dispositions in a professional setting. One recommendation should come from an academic reference and one recommendation form can come from a K-12 educator, employer or other adult who is not a relative. If you work in an educational setting, one should be from your current supervisor. Candidates must submit the name and email address for their recommender, by clicking the link. The Teacher Preparation Advising Center will send a Confidential Recommendation form to you recommender via email and then will add the recommendation form to your file once they are submitted. Let your recommender know they will receive an email from dse_NA3@docusign.net with your Recommendation form to complete.
- Faculty Interview Report – Sign up for a Faculty Interview with TPAC if you have not yet completed an ESCP interview with the last 2 years.
When uploading your documents to the Application One Drive file:
-You do not need to include your name in the file name since One Drive will automatically add your name to the beginning of the file name.
-Be sure to name your files as indicated below to ensure they are easily identifiable by the Teacher Preparation Advising Center.

Once you have submitted a complete program application and have been admitted to the Special Education Credential Program, you will be invited to a Mandatory Advisement Session where you will create your program plan and receive permits for all EDSP and ED P core courses. Please take note of the dates of Mandatory Advisement Sessions in the section above and be prepared to attend one of the sessions.
**The Education Specialist Credential Program Faculty at CSULB will consider applications for candidates, who have completed the Basic Skills Requirement and attempted all parts of the CSET and have passed a minimum of one subtest, for provisional admission to the program. First priority for admission will be given to candidates, who have passed all parts of the CSET exam and have official scores submitted with their application. Second Priority will be given to candidates that have attempted the exam but have not passed one or more subtests (must have passed a minimum of one subtest to be considered for admission. All candidates must have full admission to the program to be permitted to enroll in the methods courses (EDSP 577/578) and/or to apply to student teaching. All other program application requirements must be met for admission to the program.
