Phillip Falcetti, MPH, CHES

Phillip Falcetti has 20 years of experience in the health education field, with numerous professional and community leadership positions in alcohol, tobacco, and drug prevention.  He is currently the Chief Executive Officer (CEO) of the National Council on Alcoholism and Drug Dependence – Orange County.  In 1998, he founded the Community Alliance Network (CAN), a county-wide prevention program for NCADD-OC.

Falcetti has been a guest lecturer and presenter at more than 150 local, state, and national conferences and is a faculty member in the Health Science Department at California State University, Long Beach (CSULB).  He has served on the CSULB Alumni Association board of directors and the Health Science graduate advisory council.  He is also an adjunct professor in the Human Services Department at Saddleback College in Mission Viejo.

In addition, Falcetti served as past-chair of the Orange County Methamphetamine Task Force, past-president of the Society for Public Health Educators - Southern California Chapter (SOPHE), and past-chair of the Orange County Tobacco Use Prevention Coalition.   He represents the alcohol, tobacco, and drug prevention and treatment communities on the Tobacco Settlement Revenue (TSR) Advisory Council and serves as chair for the alcohol, tobacco, and drug subcommittee.  He participates in the Underage Drinking Task Force, DUI Prevention Coalition, RX/OTC Workgroup, and the Prevention Coalition of Orange County.

Falcetti was an original member of the HARTS/CHARTS movement and assisted with the passage of Measure H to preserve tobacco settlement dollars for health.  He has been instrumental in coordinating and acquiring the Drug Abuse Warning Network (DAWN) program into the Orange County Hospital system and is involved in numerous ATOD prevention projects country-wide.  He co-authored a California Assembly Bill to enhance penalties-related to Methamphetamine production labs and has been instrumental in numerous local policies and ordinances aimed at reducing alcohol, tobacco, and drug availability and access. 

In the mid-1990s, he held the position as director of the Arthritis Foundation-Orange County/Long Beach Branch and was nationally recognized for developing the first Children’s Aquatic Therapeutic Program and creating “Bone Builders,” a curriculum and patch program endorsed by the Girl Scouts of America and certified by the National Arthritis Foundation. 

Falcetti was the first Orange County Health Care Agency staff person focused on tobacco policy earlier in his career.  He was influential in affecting millions of lives throughout Orange County by authoring no-smoking policies with Orange County organizations such as South Coast Plaza, Main Place Mall, Anaheim Stadium, and Arrowhead Pond, Taco Bell Corporation, as well as numerous cities, restaurants, bars, and worksites.
