Council of Department Chairs

NOTE: THESE MINUTES REFLECT DISCUSSIONS THAT HAPPENED ON THE DATE OF THESE MINUTES.  DUE TO THE COVID-19 SITUATION, THINGS ARE RAPIDLY CHANGING.  FOR OFFICIAL POLICY PLEASE WAIT FOR DOCUMENTS FROM THE APPROPRIATE OFFICES.

  2. Approve minutes from Feb 2.; Approved as amended.
  3. Announcements
    1. ASM
      1. CARES Update
        1. All submissions approved on February 5th.
        2. Starting thinking about projection for May, June, & July.
        3. Moving HVDI Fall expenditures to CARES in order to save money.
    2. Tech Update (David Goulet, Time Certain: 10:10)
      1. Campus IT Policy Clarifications
        1. Software Licensing Issues
          1. For example: Once free consumer software is installed on a state computer you need a commercial license.
          2. No employees have authority to agree to terms of service for software. All software must go through PCR compliance.
            1. May need to create a list of all software we are using within our college and get it all bulk approved.
          3. Cloud service agreements must be vetted by purchasing.
          4. Send a list of apps and programs to David to see if they are appropriate for use.
    3. Operations Update
      1. Commencement (Time Certain Lane Olsen Cooper: 10:20)
        1. Lane and Margaret are working together on commencement 2021.
        2. 2021 Commencement Ceremony
          1. Deadlines:
            1. March 1, 2021: Final application date for Commencement (everyone who applies will be issued a slide to populate for asynchronous presentation below).
            2. April 9, 2021: RSVP deadline for the car parade commencement ceremony.
          2. CNSM tentatively assigned May 21, 2021 commencement ceremony (tentative due to any possible changes via the health department).
            1. Online Asynchronous slide experience that will include:
              1. Slideshow with slides of All students who filed for graduation by the deadline.
              2. Pre-recorded speeches by the Dean and anyone else – commencement speaker, chairs, outstanding baccalaureates, etc.
              3. Slide for the Grand Marshall.
            2. Live Stream of the Car Parade featuring:
              1. Slides of the car parade graduate participants on the jumbotron.
              2. A platform “moment” with the Dean and the President/Provost.
              3. The parade of each ceremony may lead off with a Grand Marshall selected by the college.
    4. Dean’s Report
      1. Exercise caution using and interacting with off-campus email and Gmail accounts.
        1. Not being careful with email accounts can cause us to run into legal, security, FERPA, and FOIA issues.
        2. Students employed by the college should be using their -SA email accounts when on the clock for their position.
      2. College Council Members should be discussing proposed RTP language with departments.
        1. Proposed shortening from 45 pages to 20 pages.
          1. Will include some language about COVID considerations.
          2. Will include statement about how candidates should respond to certain reviews.

        2. Updates from Chairs by Friday 2/19:
          1. Person responsible for website content suggestion.
          2. Meeting with Allie/Tanya this week to explore feasibility of promotional department videos.
          3. Your ideas for live webinars/smaller sessions (by Friday, if possible).
          4. Communication with new students.
      2. Fall Scheduling – Delayed (see item #XX)
      3. Admissions
        1. Only about 5% of CSULB freshmen have SAT scores on record.
          1. Working on optimizing placement due to the lack of SAT scores.
    2. Research
      1. Chairs received an email clarifying how to deal with campus visits, occupancy, and reporting illness with all relevant links in one place.
  5. Tenure Track Requests – Discussion Deferred
  6. Fall Scheduling (Time Certain Vanessa Hernandez 11:30)
    1. Enrollment Services will send a list of enrollment codes to classify the type of instruction for each course.
    2. Wet Labs
      1. The assumption right now is that we will be able to run at 50%. Think about the following when considering labs at 50%:
        1. Do you have asynchronous experience that is currently being used in the lab?
        2. Do we have the capacity? If we do not, is it feasible to hire additional TAs?
        3. If we cannot staff the additional days, what alternative way or additional support will be needed to run the lab?
        4. Discussion:
        5. Discussion and Ideas:
          1. “Lab buddies”
          2. Using two rooms for one section to meet safety requirements (this should be cleared with the Safety Office)
    3. March 5, 2021 is the final deadline to decide how we’re going to run our labs and classes in the Fall (pending changes in health department requirements).
    4. Hall capacity and research capacity will be dependent on whichever county tier we are in at the time and health department requirements.
    5. The Horn Center will not be available for Fall 2021.
      1. The 5 rooms we are allocated in the Horn Center may be replaced by 5 rooms in PH1.
