Council of Department Chairs

  1. Approve agenda (10:30)
  2. Approve minutes from Sept. 15; approved as amended.
  3. Announcements
    1. Dean’s Report
      1. 5 CSULB students have tested positive COVID-19 (no connection to students in CNSM).
        1. a. We (the university) are being strictly monitored for the next two weeks during an in-person instruction pause by the department of public health.
      2. RTP Committees meeting with dean and Faculty Affairs tomorrow.
        1. Start thinking about for next year: how to allow for issues surrounding the pandemic and its effect.
      3. Masks are required.
        1. Safety has written a script for how to address students who are not wearing masks.
        2. You can report students to Student Affairs as a conduct violation (https://cm.maxient.com/reportingform.php?CSULongBeach&layout_id=6).
        3. Barbara will resend the script to chairs.
      4. Fall Scheduling
        1. The deans were told to schedule for the fall assuming we will be back to pre-Covid classes.
        2. Consult faculty who might have an interest in teaching their class as a hybrid class.
        3. Currently, we have no information on how Fall 21 will look, so be aware that depending on the state of the pandemic, things may change.
    2. Operations
      1.  RSCA Application now available to faculty to submit
        1. A routing step is embedded this year so that chairs will receive applications for approval.
    3. ASM Update
      1. Started processing all PD summer payment; turns out that Leaders cannot be paid stipend, they must be processed as additional employment. There may be a delay.
  4. CARES Presentation (Piya Bose, Dean of Students, Time Certain: 10:45-11:00)
    1. The CARES team: www.csulb.edu/cares
      1. Team meets at least every two weeks to facilitate support for students.
      2. Collaborations across campus to get students to the resources they need; collaborations in this community (off campus).
      3. Use a case management system to capture data (Maxient).
      4. Most case managers are social workers, including one LMFT.
      5. CNSM makes up about 8% of student referrals
      6. The earlier you can refer students to CARES the better; do not wait until a point of crisis
      7. How to make a referral
        1. Online referral form at www.csulb.edu/cares
        2. Visit the Red Folder on your SSO.
        3. Contact the Office of the Dean of Students: 562.985.8670
        4. For emergencies, call 911 or UPD at 562.985.4101

      10. Extra Warning Signs to Look Out For
        1. Changes in behaviors and presentation of students.
        2. During COVID, it’s valuable to pay attention to written assignments and emails.
      11. Always refer or report, even if you think someone else may have already referred.
      12. If you don’t know where to go or where to start, submit a CARES referral.
      13. Keep faculty, staff, and adjunct faculty aware of CARES.
      14. Masks:
        1. Any university employee has the right to ask a student for ID
        2. Report students who refuse to wear masks
        3. Once we return to face-to-face/hybrid instruction, CARES can send health ambassadors to the building to document violations and enforce policies.
  5. Equity and Diversity (Larisa Hamada, AVP Equity & Diversity, Time Certain: 11:05-11:20)
    1. Office oversees all TITLE IX requirements, discrimination, discrimination retaliation, whistleblower, whistleblower retaliation, academic accommodations, residential reassignments, pregnancy accommodations, no contact orders, etc. (for students and employees).
    2. Managers on the team are all state bar licensed attorneys.
    3. Updated 2020 Title IX guidelines
    4. Campus Confidential Advocate: Jacqueline Urtez
    5. UPD Resources
    6. Ensure due process for all parties in Title IX complaints.
    7. Campus Advisors: Alexandria Cordon and Trace Camacho.
    8. Will review cases of any protected status.
    9. All faculty and staff must report any type of discrimination, retaliation, or Title IX matter – even if you don’t think there’s a case.
    10. Report Zoombombing and review Zoom safety procedures.
      1. If a faculty member observes something happens in the background of a class that falls under Title IX, report right away. (e.g. an incident that appears to be physical abuse or domestic violence).
        1. Even if it happens off campus, or in a Zoom class, report immediately.
          Equity & Diversity will do a safety check.
      2. If you observe anything between students that falls under Title IX coverage, report right away.
      3. Consider recording your classes; you must notify the students that you will be recording.
      4. Reporting is the best line of protection for faculty and staff.
    11. Counter speech best practices (in person and on social media):
      1. Do not touch, physically threaten or push demonstrators.
      2. Ignore demonstrators.
      3. Use counter speech as an expression of your own free speech.
    12. Report any Clery crimes immediately; timely warnings are critical.
    13. Campus resources under Title IX.
  6. FERPA (Dr. Augusta Pickens, Director of Student Services, & Kimberly Scarborough, Assistant Registrar for Policy and Appeals; Time Certain: 11:25-11:40)
    1. The individuals listed gave a presentation on FERPA.
    2. Please refer to the FERPA website for more information.
  7. RSCA week/Conference Platform (Enríque Flores, BUILD Manager, Time Certain, 11:45-11:55)
    1. April 5 – 9, 2021 will be the university’s first annual week of RSCA to showcase work that is being done across the university by faculty, staff, and students.
    2. Working to develop a broader community within the university and encourage collaboration.
    3. This will be a virtual event, instead of a physical event, due to the pandemic.
    4. Looking for collective engagement from faculty, admin, staff, and students.
    5. Using CVENT platform.
    6. CNSM Poster Session:
      1. Need to know within the next week (feedback by next Tuesday 10/6):
        1. How many posters/presentations do you anticipate in your department?
        2. Do we want to do a student research symposium in the same format?
        3. Do we want to do this in a single day or over multiple days?
        4. Do we want to have oral presentations? If so, how many?
  8. Associate Deans (12:00-12:30)
    1. Academic Programs
      1. Faculty Advisors in Academic Departments:
        1. They have 5 weeks to complete mandatory declaration advising and mandatory transfer advising.
        2. Make sure they have appointment calendar on EAB so students can reach them.
      2. Scheduling deadline is on Thursday 10/1/2020.
        1. Reach out to Kris or Vanessa with any problems.
    2. Research
      1. Issuing keys to students; Barbara is bundling requests and sending them for review every two weeks.
        1. Key issue does not want to issue keys to students at all; they are concerned there are too many keys circulating.
        2. No outside keys will be issued but interior door keys will be with approval.
      2. Building doors not being unlocked; Barbara is working with BBS to resolve this.
      3. Apart from the two-week in-person instruction pause that we are in, our building (HSCI, MLSC) should be open Monday through Friday from 10 am to 7 pm. Personnel encountering a locked door, should try another door – rarely have all the doors of a building been left locked. Also, they should call the help line (5-4357) to report a locked door – even if they get in elsewhere.
  9. Other Business
    1. If you are having new face-to-face classes in Spring, send an email to Kris and Vanessa.
      1. Must be approved by CARES before it goes to Jody.
    2. Please refer all FERPA questions to Kris prior to requesting answers from Brotman Hall.
