Chief Carol Almaguer
Chief Carol Almaguer joined California State University, Long Beach in 2021 and has over 25 years of experience in law enforcement. Chief Almaguer began her law enforcement career with the Orange County Sheriff’s where she served for 21 years in a variety of assignments, including Corrections, General Investigations, Economic Crimes, and the Special Victims Detail. Since joining CSULB, Chief Almaguer has overseen the Patrol Operations Division, the K-9 Program, and the Field Training Program. She has been instrumental in advancing departmental effectiveness, ensuring policy accountability, and fostering a culture of openness and communication among campus partners. She has cultivated strong working relationships across campus and other university departments to enhance community safety and student well-being.
Lieutenant Johnny Leyva
Lieutenant Johnny Leyva serves as the Commander of the Support Services Division for the California State University, Long Beach - University Police Department and has been with the University since 2001. He oversees core functions including communications and dispatch, records management, crime prevention, and investigations in support of campus safety operations. In addition, he is actively involved in the CSO Program which is a component of the department's Crime Prevention Program. Lieutenant Leyva also serves as a Commander within the statewide CSU Critical Response Unit, supporting coordinated responses to high-risk events across the CSU system. He works closely with campus partners and external law enforcement agencies and leads policy and training initiatives that strengthen preparedness and operational readiness.
Lieutenant Miguel Sotelo
Lieutenant Miguel Sotelo brings over 27 years of law enforcement experience with the Orange County Sheriff’s Department, where he served communities across the county. He has had the opportunity to work a diverse range of assignments, including Custody Operations, Patrol Operations, Directed Enforcement Team, Special Investigations Bureau where he was assigned to Major Narcotics as an FBI Task Force Officer and as a Sergeant with the South Narcotics Team and Highway Interdiction Team. Lieutenant Sotelo joined the California State University, Long Beach - University Police Department in 2025 and is the current Commander of the Patrol Operations Division. He leads the officers assigned to the Patrol Operations Division and manages all special events on campus. He ensures our officers receive the training and experience they need to provide exceptional law enforcement services to our students, faculty, and staff.
Allyson Joy
Allyson Joy is the campus Emergency Manager. She has been with the University Police Department since 2015 and is responsible for emergency preparedness initiatives such as drills and training exercises, as well as providing safety trainings to student groups and staff departments. She oversees the campus Emergency Operations Center which is activated to support critical incidents and coordinates UPD’s R.A.D. Women’s Self-Defense class. Allyson previously worked for the American Red Cross Los Angeles Region where she first gained experience in preparedness training and local and national disaster response. She is most passionate about training others how they can be better prepared for themselves and their loved ones in the event of an emergency.
