California Environmental Quality Act (CEQA) Compliance

California Law entitled the California Environmental Quality Act (CEQA) requires an environmental impact report (EIR) be prepared and approved by the CSU Board of Trustees for campus capital improvements which may result in significant environmental impacts. An EIR is prepared for each major master plan amendments, which serves to combine a number of proposed buildings and their associated enrollment growth into one EIR.

The purposes of an EIR are to provide full disclosure of the potentially significant environmental effects of the project to the public and their decision-makers and identify means to mitigate (i.e., reduce, avoid, or eliminate) these impacts through alternatives to the project or feasible mitigation measures. CEQA intends that preparation of an EIR will be a public process that provides meaningful opportunities for public input with regard to environmental effects. 

Physical Planning manages the CEQA process, with the support of consultants and CSU Chancellor’s Office staff.

This Program Environmental Impact Report (EIR) has been prepared in accordance with the California Environmental Quality Act (CEQA) of 1970 (Public Resources Code, Section 21000 et seq.) and the CEQA Guidelines (California Code of Regulations, Section 15000 et seq.) to analyze the potential significant impacts associated with the Campus Master Plan project at California State University, Long Beach (CSULB).  

This Final EIR contains comments and response to comments received on the Draft EIR, which was circulated for public review from on January 15, 2008 to February 28, 2008.  

The comments and responses to comments are presented in Section 8.0.  Substantive revisions and clarifications to the EIR made in response to comments and information received on the Draft EIR are indicated by shading.

A Supplemental EIR to the Campus Master Plan Update EIR was prepared in April 2020 to analyze the potential environmental impacts associated with the implementation of the Housing Expansion Phase 1 – Housing Administration and Commons Building Project.
