As you have seen, many organizations have had to quickly adjust to the impacts of COVID-19, and the Parking and Transportation Services (PTS) department has been no exception. As a self-support department, we rely primarily on revenue from permit sales and events to maintain our programs and services. Our ability to fund our programs has been significantly impacted due to loss of revenue from parking permit refunds, the cancellation of all campus events, and the transition to virtual learning platforms. Revenue losses and permit refunds in spring 2020 totaled over $3.4M and our future revenues remain uncertain.
These unprecedented times have forced us to conduct a thorough and thoughtful review of all our annual programs, such as the Long Beach Transit (LBT) subsidized bus program. We have had to make some difficult decisions given our current financial outlook. Unfortunately, we no longer have the funding to continue to subsidize the LBT bus pass program or provide hardship fee waivers. Both CSULB and LBT are committed to providing affordable, sustainable transportation options for students and university employees. While the subsidized bus pass is no longer offered, all CSULB students and employees can now access a new LBT discount student pass.
Beginning fall 2020, LBT will offer a 150-day discounted bus pass to qualified students and employees for $100, which is a 50% discount off the regularly priced LBT student pass. The pass is good for five consecutive months and is activated when first used. To provide additional options and flexibility, a 30-day monthly pass will also be offered for $40. CSULB will continue to assist LBT by administering pass sales, which will allow both students and employees to avoid the traditional six to eight-week enrollment period when purchasing a discounted pass. Participants will continue to receive unlimited trips on all LBT buses seven days a week for the duration of the pass period.
In addition, LBT will be providing services to students in the area previously serviced by our Los Coyotes shuttle beginning in Fall 2020. These services will replace the Los Coyotes shuttle as CSULB can no longer fund this cost prohibitive travel option.
We recognize that these changes may be difficult. We have made every effort in conjunction with LBT to maintain this important program by continuing to provide local bus services in the most equitable manner possible to our students and employees. We appreciate your patience and understanding as we continue to adjust to these new conditions.
