Paul has worked a variety of assignments during his two plus decades of service to the City of Los Angeles. His experiences in legislative and financial policy development and analysis, auditing, performance management, and budgeting have been pivotal in preparing him for his current work in labor relations. As the Chief of the Employee Relations Division for the Office of the City Administrative Officer, he manages complex and sensitive labor relations activities, including negotiating, implementing, administering, and interpreting labor agreements and other policies governing terms and conditions of employment and advising elected officials and City management and staff on labor relations strategies and policy development and implementation.
