Bringing Together CSULB's Strategic, Physical and Financial Plans

Two years into the decade, the Beach 2030 Strategic Plan is well underway and transforming our university to meet the challenges and opportunities of our time.

With attention focused on the COVID-19 pandemic, the 7 University Action Plans have largely rolled out behind the scenes, guiding planning in colleges and divisions across campus and ensuring necessary pivots like telecommuting and online learning become long-term investments.

Beach Building Services and the Division of Administration & Finance have developed their own complimentary plans, which, together with the 7 University Action Plans, encompass all areas of operations, academics and culture on our campus.

The three plans work in concert to synergize efforts, allocate resources, and empower all areas to reimagine outmoded structures and incorporate futures thinking in their planning and operations. The priorities of Beach 2030 thus filter down from the university level to inform planning at the division, college, department, office and classroom levels.
 

2035 Campus Physical Master Plan update

Beach Building Services has designed a master physical plan that aligns with the goals of Beach 2030 and evolves our campus’ physical space to support the needs of tomorrow’s students.

Like the Beach 2030 University Action Plans, the goals of Physical Master Plan were developed through a collaborative process that welcomed the feedback of thousands of CSULB constituents. The multi-year effort included numerous formal studies and consultations with architecture firm DLR Group to develop a shared vision for a sustainable and innovative campus experience.

In the coming decade, dozens of planned projects will transform our campus, with investments and innovations in sustainability, community, personal health, and our ability to accommodate a diverse and growing student population.

Rather than adding to the campus footprint, projects will focus on optimizing and evolving existing infrastructure. 

Planned renovations will upgrade housing for students and faculty, increase spaces for wellness and mental rejuvenation, and make inclusive resources like lactation stations and gender-neutral restrooms more widely available.

Many existing buildings will be reimagined to optimize space, build back more efficiently,increase efficiencies, integrate modern interdisciplinary infrastructure, and add significant green space.

Older buildings on the perimeter of campus can be modernized and repurposed as community partnership sites. 

Projects will prioritize clean energy and factor in environmental impacts to ensure CSULB reaches its goal of carbon-neutrality by 2030. CSULB is currently preparing an environmental impact report for the Campus Master Plan Update pursuant to the California Environmental Quality Act (CEQA). Learn more about the CEQA process.

The Physical Master Plan is a flexible framework that is continually updated as future planning studies enhance and expand on its directions. Final approval by the Board of Trustees is expected in Spring 2023 following the completion of the Environmental Impact Report.

Beach 2030 Financial Plan

As our ambitious University Action Plans are set into motion, individual projects are intended to be supported by sustainable funding strategies.

Like the Strategic and Physical plans, the Beach 2030 Financial Plan is being developed through stakeholder meetings and consultation with the goal of identifying innovative and synergistic funding opportunities to ensure projects are self-supporting.

A multifaceted Financial Plan will be used to support University Action plans as projects are prioritized and initiated.  Financial Management from the Division of Administration and Finance is spearheading the Beach 2030 Financial Plan and will be working closely with Beach 2030 Action Zone leaders.
