Meet the Team
The Center for Evaluation and Educational Effectiveness (CEEE) in the College of Education at California State University, Long Beach is comprised of a talented group of faculty, staff, and graduate students committed to conducting rigorous program evaluations and research activities to find evidence-based best practices that enhance student success, equity, and instutitional effectiveness. The CEEE team possesses a broad array of research, evaluation, and teaching experience, with expertise in quantitative, qualtiative, and mixed methods approaches on a wide range of topics spanning PK-12 and postsecondary education. The CEEE team consists of several groups, including a leadership group overseeing the strategic direction of the center, project directors carrying out evaluation and research activities for center clients, operations staff facilitating administrative functions of the center, and graduate assistants supporting project directors in a living learning laboratory approach.
Don Haviland, Ph.D.
Executive Director
Dr. Don Haviland is the Executive Director of CEEE and Professor and Department Chair of the Department of Educational Leadership at CSULB. As Executive Director, Dr. Haviland is responsible for broad oversight and strategic direction of the center, and has more than 20 years of research and evaluation experience in academic and non-profit settings. His research agenda focuses on innovation and change at the organizational level in higher education and he has supervised more than 20 dissertations and theses over the last decade. Dr. Haviland is the Founding Director of CEEE.
Gino Galvez, Ph.D.
Director
Dr. Gino Galvez is the Director of CEEE and Associate Professor in the Department of Psychology at CSULB. As Director, he provides general oversight and leadership of the center. He is also leading evaluations for the CSU HSI-STEM Systemwide Research Project and the CSULB HSI-STEM Sí Puedo project. Dr. Galvez has over 15 years of experience conducting mixed-methods evaluation research for grant-supported projects and community-based organizations. In addition, Dr. Galvez has played key roles as an investigator or lead program evaluator on several multi-year grant-funded research projects (e.g., NIH, NSF, DoED). These projects have focused on low-income and underrepresented student success, undergraduate research training programs, mentoring, and science identity development. In the Department of Psychology, he teaches courses in Test Construction, Research Methods, Qualitative Methods, Social Psychology, and Industrial-Organizational Psychology.
Sharla Berry, Ph.D.
Associate Director
Dr. Sharla Berry is the Associate Director of CEEE and a Lecturer in the Department of Educational Leadership at CSULB. As Associate Director, she provides oversight into the day-to-day management of the center. Dr. Berry is a researcher, evaluator, and practitioner with extensive experience teaching and leading in diverse K-20 environments. She received her doctorate in Urban Education Policy from the University of Southern California. Dr. Berry was a fellow with the American Evaluation Association, and has experience in collaborative and culturally responsive evaluation. She has worked on evaluation teams with various nonprofits across the state, including the California Collaborative for Educational Excellence (CCEE) and the California Association of African American Superintendents and School Administrators (CAAASA). As a faculty member, Dr. Berry teaches courses in research methods, education policy and education leadership. Her research focuses on digital equity and online learning.
Erin Arruda, Ph.D.
Project Director
Dr. Erin Arruda is a Full-time Lecturer in the Department of Educational Leadership at CSULB. Dr. Arruda currently serves as the lead Project Director for the BUILD (BUilding Infrastructure Leading to Diversity) program, funded by the National Institutes of Health (NIH) BUILD Initiative, and previously for an HSI-STEM/Sí Puedo project. Dr. Arruda teaches graduate-level courses in statistics, program evaluation, measurement, and research methods. She earned her Ph.D. in Quantitative Psychology at UCLA in the Advanced Quantitative Methods program, an interdisciplinary IES program. Dr. Arruda's quantitative research surrounds applications of regulation to Structural Equation Modeling for small samples and/or nonnormal distributions. Her applied research surrounds family involvement/engagement in K-12 and higher education, and civic engagement. Dr. Arruda employs quantitative methods including multilevel modeling, structural equation modeling, factor analysis, propensity score matching, and general/generalized linear models in her research and evaluation work.
John Dulay, M.A.
Project Director
Mr. John Dulay is project director for the evaluation of the active learning-based educational program (LEAP), a CSULB program to train a new generation of highly skilled Hispanic scientists and engineers. He completed his master's degree in psychology and program evaluation at Claremont Graduate University (CGU) and is working to complete his Ph.D. in psychology from CGU. Over the last 10 years he has worked on evaluation projects for Five Acres Boy and Girls Home, the U.S. Army Research Institute at Fort Leavenworth, the Look for the Good Project nonprofit organization, and the Kravis Leadership Institute at Claremont McKenna College. He has also served as a lecturer in psychology for California Community College and California State University systems. John recently co-founded a consulting group specializing in organizational and leadership development.
Christine El Ouardani, Ph.D.

Dr. Christine El Ouardani is an Associate Professor of Human Development in the College of Liberal Arts. She has over 20 years of experience conducting qualitative and mixed-methods research that has largely focused on child development and mental health in the United States and Morocco. More recent research has focused on parental well-being and somatic treatments for healing trauma. She has also worked with local non-profit organizations on developing their UX and evaluation research capacities. Her research has been funded by the National Science Foundation, the Fulbright-Hays, the HF Guggenheim Foundation, and the American Insitute for Maghrib Studies. She is also currently serving as the associate editor for the psychological anthropology journal Ethos.
May Ling Halim, Ph.D.
Project Director
Dr. May Ling Halim is a Professor of Psychology at California State University, Long Beach (CSULB). She is also the Director of the CSULB Culture and Social Identity Development Laboratory. Her research specializes in understanding children’s self-concepts with an emphasis on gender and ethnic identity development. Many of her studies sample children from low-income, ethnic minority, and immigrant backgrounds. Further, her work has been supported by the National Science Foundation, the National Institutes of Health, and the American Psychological Foundation. She has published 26 journal articles and has also written several handbook chapters. Dr. Halim earned a quantitative minor during her graduate training, equipping her with skills and experience analyzing mixed-level and longitudinal data. Dr. Halim also has ample student mentoring experience, having worked with students as teaching assistants and in independent study, as well as co-authoring with students research presentations and publications.
Judith Nast, Psy.D.
Project Director
Dr. Judith Nast is the project director for the evaluation of a federal Title V grant at the University of Redlands (UOR), a Hispanic Serving Institution (HSI). This five-year grant awarded by the U.S. Department of Education (DOE) will be used to strengthen existing programs and support the development of new initiatives at UOR to better serve Latinx students. She received her doctorate from William James College (previously the Massachusetts School of Professional Psychology) and has taught Organizational Behavior and Organizational Development courses. Judith has been the evaluator for a number of multi-year grant-funded programs in Massachusetts over the last 11 years using mixed methods methodology. She has been the evaluator for DOE grants focused on students historically underrepresented in higher education and often from economically depressed areas (AANAPISI), as well as state-wide evaluations through the MA Department of Higher Education.
Amy Wax, Ph.D.
Project Director
Dr. Amy Wax is an Associate Professor in CSULB's Psychology Department. At CEEE, Dr. Wax serves as Project Director for the College of Engineering Faculty Survey Project. Her research focuses on workplace diversity issues; namely, those related to women and LGBTQIA+ individuals. Her work has been published in outlets such as Small Group Research and Journal of Homosexuality.
Gloria Saraye
Operations Analyst
Gloria Saraye is CEEE's Operations Analyst. She is responsible for the administrative functions of the Center, including developing and overseeing all fiscal functions and advising the leadership team on policy and procedures related to finance, budget, and operations. Gloria received her Bachelor of Arts Degree in Management from Golden Gate University. Prior to joining CEEE, she served as Executive Assistant to the ASI Executive Director at CSULB, and before that supported the Career Pathways and Career Technical Education teams at Long Beach City College with grant analysis, operations, and financial management.

CEEE is established under guidelines set forth in CSULB Academic Senate Policy 14-04, Policy on Formation and Review of Academic Centers and Institutes. In alignment with this policy, an advisory board is established to provide formal oversight of CEEE. The CEEE Advisory Board meets annually to advise CEEE, the Department of Educational Leadership, and the College of Education, regarding the operations of the center.
