Council of Department Chairs

NOTE: THESE MINUTES REFLECT DISCUSSIONS THAT HAPPENED ON THE DATE OF THESE MINUTES.  DUE TO THE COVID-19 SITUATION, THINGS ARE RAPIDLY CHANGING.  FOR OFFICIAL POLICY PLEASE WAIT FOR DOCUMENTS FROM THE APPROPRIATE OFFICES.

  2. Approve Minutes from September 28
  3. Announcements
    1. ASM
      1. HEERF Funding
        1. Unsure of HEERF extension; need to spend leftover funds.
          1. ~$1.2 million left for Faculty PD.
          2. ~$1.5 million left for classroom technology (pending a $600,000 request for ATS).
    2. Operations Update
      1. Earthquake Drill(s)
        1. Earthquake and evacuation drill 10/20/21 at 10:21am.
        2. All students on campus will be required to participate in the evacuation, even if faculty are teaching from off campus.
          1. Students should not be penalized if there is a disruption to a class due to the evacuation drill.
      2. RSCA Committee
        1. EDI Committee will be reviewing the proposals they’ve received this week.
        2. RSCA applications due 11/8/21.
        3. MGSS applications due 11/5/21.
        4. Still looking for committee members.
    3. IT (Time Certain 10:20 - David Goulet)
      1. Intune has been launched on campus.
        1. All laptops are expected to be enrolled in Intune at time of purchase.
      2. Tech Team Workload and Lab Streamlining.
        1. Hoping to streamline student labs to make set up and maintenance process more efficient.
      3. Personal Device Use for Work Purposes
        1. While this was more necessary during remote work, we need to be careful of the implications:
          1. Potential data security/FERPA issues.
          2. Potential network issues.
          3. Personal devices cannot be connected to campus wall ports.
          4. Personal devices cannot store any Level I (personally identifiable, financial, operational information) or Level II (internal use, student, FERPA information) data on them.
          5. Campus software cannot be installed on a personally owned machine unless it’s from Software Depot.
    4. Dean’s Report
      1. Full-Time Lecturer Hires
        1. Slight change in university policy; The Provost would like more information on any full-time lecturer hire.
        2. 3-year, 1-year, semester contracts.
      2. Academic Senate Update (Course Grading Policy)
        1. Updates should soon come from academic senators.
        2. Still discussing course grading policy.
      3. Funding/Budget Updates
        1. After budget meetings, we have been told that we can have 10% carry forward at the end of the semester.
        2. Be aware of individual PI’s with larger RS accounts; this money should be spent before it is lost.
  4. Associate Deans
    1. Academic Programs
      1. Low Completion Rate Courses – Departmental/Personnel Considerations
        1. Chairs and faculty with low completion course rates have been contacted.
          1. Holding office hours for anyone with EAB access to make data analytics available to better understand low completion rates.
      2. Update on Advising/Curriculum Calendar and Deadlines (Mentoring?)
        1. Curriculum Proposals were due 10/11/21
          1. No submissions from Math, Chem, Phys departments.
      3. Transfer Advising in Winter
        1. <70 transfer students for the Spring 2022 semester.
        2. Faculty advising will be conducted and compensated in the same way as in the summer.
    2. Research
      1. HyFlex Classes and Spending
        1. ATS cannot meet our winter break timeline due to supply chain delays.
        2. Encumbrance is not an option; Installation must happen before the May 15th deadline.
        3. Can we repurpose some of these funds to other classroom needs?
        4. Get a departmental priority list to Barbara by next week:
          1. Preferred rooms.
      2. Key Issue
        1. BBS is concerned about the number of building keys in circulation.
          1. Pitched opening buildings on the weekends from 7:00 am to 10:00 pm with security support to avoid exorbitant key issue fees.
          2. Discussion:
            1. Department check out system with allotted keys.
              1. Departments would be on the hook for lost key replacement.
              2. Might be too complicated.
            2. Electronic locks.
              1. Safety and maintenance issues.
            3. Campaign harder to get keys returned.
            4. Penalties for unreturned keys.
          3. Dean’s office will send out a survey of the preferred options.
    3. Grad Programs
      1. Deferred until next meeting.
  5. NSF ADVANCE Grant (Time Certain 11:30, Margy Merryfield)
    1. Partnership between CLA, CNSM, & COE; hopeful proposal submission in November 2021.
      1. Focuses on the success of women in STEM careers within the academy; and later focus on intersectionality.
      2. Adaptation Grants:
        1. Fund projects to adapt proven strategies like:
          1. Faculty workload; Gender division and unequal workload
          2. Norms established
          3. Expectations and accountability
    2. Would like to engage one department per college in the first phase, and then other departments from each in later phases.
      1. Plan to begin with a survey to collect relevant information to move forward.
      2. Small stipend, professional development opportunities, research opportunities, etc.
      3. Faculty centered but can potentially include lecturers.
    3. Looking for a tentative commitment from a department by the time the proposal goes to submission in 11/2021.
