Horn

Congressman Stephen
Horn, representative of the 38th district and former president
of Cal State Long Beach, announced Wednesday his decision
to retire at the end of his term in January 2003.
Discouraged by
the redrawing of his district, Horn's press secretary Mary
Ellen Grant said he will retire at the end of this term rather
than run for office again in the new district, which will
be heavily democratic.
"They created
a new 53rd district that contains Long Beach and goes further
south," Grant said. "There will be a new 38th district
in central California. The district in central California
he doesn't live in. The 53rd is heavily democratic and was
created for a Latino candidate."
The bulk of what
is now the 38th district, including the CSULB campus, will
be moved into the 37th district which is represented by
Juanita Millender-Miller, D-Carson. The port of Long Beach
and Los Angeles, which are also currently in the 38th, will
be moved into the 45th district, which is represented by Dana
Rohrabacher, R-Huntington Beach. The 53rd district is being
created to accommodate the rezoning.
In Horn's statement,
he said he believes every major challenge he has come across
has been conquered or will be by the end of 2002. Included
on his list of accomplishments was the building of the Air
Force's C-17 project, a cargo plane that was built in Long
Beach. He also mentioned the Los Angeles flood control project,
which is expected to be completed by the end of this year
and the Alameda Corridor project, scheduled to be completed
by the end of 2002.
"For the past
decade, it has been the highest honor and privilege of my
life to represent the people of California's 38th district,"
the 70 year-old representative said in his statement. "Representing
a district of over 600,000 people is a special trust. My dedicated
staff and I have worked hard to keep that trust and to serve
the country and the district."
