Description
A chief who wants to declare war against his enemy does not send a herald to
announce it. He simply gives orders that locks of hair should be fastened to the
notches of arrows and be stuck up along the public ways. This custom we observed
when we took Chief Outina prisoner and carried him through his villages, forcing
his people to give us provisions.
