Core Commitment II: Staffing for Effectiveness

Introduction

In our Institutional Proposal, we stated our intention to study the quality of both our staffing policies and procedures as well as the work environment we provide:

  1. What are our current challenges with respect to recruiting, retaining, and supporting a highly qualified and diverse faculty, particularly as they relate to workload, salary, and satisfaction?
  2. What are our current challenges with respect to recruiting, retaining, and supporting a highly qualified and diverse staff, particularly as they relate to workload, salary, and satisfaction?

The academic programs and services at CSULB are reliant upon the recruitment and retention of a highly qualified and diverse faculty and staff. As one of three Core Commitment committees, the WASC Committee for Staffing Effectiveness is a research team that includes not only faculty and academic administrators with extensive experience in quantitative and qualitative assessment, but also individuals from other campus divisions with expertise in human resources management. This team has assessed our employment processes and policies to determine how best to attract and retain excellent personnel and  how best to maintain a comfortable and supportive work environment.

At CSULB, all divisions regularly collect data to monitor operations which are then used to inform decision-making. To assess staffing and effectiveness, the members of the Staffing Effectiveness Committee reviewed a number of campus climate reports from several administrative offices.  Some of these reports exclusively address either faculty or staff concerns, while others include data that pertain to both groups. Conclusions about our collective work-life have been drawn solely from available campus data. This report will assist us in determining the additional types of data that the institution will need to generate. Ultimately, we recognize that there is an absence of critical information about certain employee groups, such as tenured faculty, and that additional assessment is required.

The CSULB community includes 36,880 students and over 3,800 employees. There are 1,033 full-time faculty and 1,150 part-time faculty. For the fall 2007 semester, total faculty utilization was 1,472 Full-time Equivalent Faculty (FTEF); tenured/tenure-track faculty accounted for 850 FTEF, full-time lecturers accounted for 208 FTEF, and part-time lecturers accounted for the remainder. The remaining instructional employees include teaching associates and graduate assistants. The staff is comprised of 1,645 individuals. Given the significant distinctions between the professional life of staff and faculty, this report will examine these two employee groups separately.
