Kaleidoscope Participant Policies

Business License

  • All participants selling food or merchandise must submit a copy of their State of California seller’s permit or Long Beach business license.
  • Participants who are only providing a service are not required to obtain a seller's permit.
  • To obtain a seller’s permit, contact the State of California Board of Equalization, (800) 400-7115.
  • To obtain a Long Beach business license, contact the City of Long Beach, (562) 570-6211.

Canopy Rental

  • All Kaleidoscope participants selling food must have a suitable*, covered food canopy over their Kaleidoscope space. This is mandatory. Refer to City of Long Beach Temporary Food Facility Requirements for description of suitable covered food canopy.
  • Food vendors who own covered food canopy or canopies that meet(s) the requirements as specified by the City of Long Beach Temporary Food Facility Requirements are allowed to use their own food canopies at Kaleidoscope. All other food vendors are encouraged to rent canopies through the Kaleidoscope Office.
  • Kaleidoscope participants not selling food also are welcome to rent canopies, if desired.

Chairs and Tables

  • A standard 12’ x 12’ space reservation includes (1) one 8’ table and (2) two folding chairs. Kaleidoscope participants are responsible for picking up and returning table and chairs from the Table/Chair Distribution Site.
  • There is no charge for tables and chairs unless they are not returned to the Table/Chair Distribution Site at the end of the day.
  • Participants may bring and use their own table(s) and chair(s) at Kaleidoscope provided they present no safety hazards to Kaleidoscope guests. The Kaleidoscope participation fee is not reduced for groups who bring their own tables or chairs and do not use Kaleidoscope tables or chairs.
  • There is no charge for additional tables and chairs, provided the request is within reason.
  • Participants will be charged for tables and chairs that are damaged.

Décor

  • Decor used at Kaleidoscope must be attractive and adhere to the inclusive theme and festive spirit of Kaleidoscope.
  • All participants must identify their activity/group with an appropriate sign.
  • Signage will not be provided by the Kaleidoscope Committee.

Electrical Policies

  • All electrical devices to be used at Kaleidoscope must be approved in advance.
  • There is no additional charge for electricity.
  • Participants who do not apply for electrical service will not be provided with an outlet.
  • There is a limit of one (1) electrical outlet per space.
  • Participants must provide their own power strip with a breaker switch.
  • All electrical cords must be covered or taped down during the Kaleidoscope Festival. Frayed cords will be confiscated.
  • Microwave ovens and deep fryers will not be allowed.
  • Participants are required to inform the Kaleidoscope Committee in advance of the total number and type of electrical devices that will be used to prevent an electrical overload and/or power interruption.
  • Participants to whom electrical service is granted will not be permitted to operate unapproved devices.
  • The Kaleidoscope Committee does not provide audio/visual or other electrical equipment.

Fire Safety

  • Fire extinguishers may be required on-site to protect participants and guests.
  • For answers to specific fire safety questions, contact the Long Beach Fire Department (562) 570-2560.

Food Policies

To serve food, participants must:

  • Obtain Kaleidoscope Committee approval and submit an application by Friday, March 5, 2010.
  • Obtain a Long Beach Temporary Food Facility Permit; call (562) 570-4144.

  • Complete a Food Clearance Form and rent or provide a suitable* covered food canopy. *Refer to City of Long Beach Temporary Food Facility Requirements for description of suitable covered food canopy.
  • Food servers may not handle cash. Designate one person who is not handling food to handle cash.
  • Servers must wear aprons and keep hair confined.
  • All back-up supplies or perishable items must be refrigerated.
  • If possible, place all condiments in squeezable containers.
  • Time for preparation, storage, transportation and display of food should be kept to a maximum of two (2) hours.

Group Leader Guidelines


Hours of Operation

  • The hours of operation for the Kaleidoscope Festival are 11 AM to 5 PM Participating groups are expected to begin setting up their spaces by 9 AM, be ready to open by 10:30 AM, and remain present for the duration of the Kaleidoscope Festival.
  • If an organization abandons their Kaleidoscope space prior to 5 PM, the Kaleidoscope Committee will exercise greater scrutiny during the approval process for future Kaleidoscope festivals when reviewing applications to participate from that organization.

Insurance Requirements

  • Kaleidoscope participants must provide proof of an insurance policy that meets the requirements stated in the Kaleidoscope MOU.
  • All “For-Profit” participants selling food or merchandise or providing a service are required to comply with the Kaleidoscope memo of understanding (MOU) regarding liability, indemnity and insurance.

Kaleidoscope Logo

  • Decor used at Kaleidoscope must be attractive and adhere to the inclusive theme and festive spirit of Kaleidoscope.
  • All participants must identify their activity with an appropriate sign.
  • Signage will not be provided by the Kaleidoscope Committee.
  • Participants who wish to use the Kaleidoscope logo, name or theme on articles for sale must submit a written request to the Kaleidoscope Committee by the Friday, March 5, 2010, application deadline.
  • Participants who have not been approved will not be permitted to sell items displaying the Kaleidoscope logo.

Kaleidoscope Décor

  • Decor must be attractive and adhere to the inclusive theme and festive spirit of Kaleidoscope.
  • All participants must identify their activity/group with an appropriate sign.
  • Signage will not be provided by the Kaleidoscope Committee.
  • Participants who wish to use the Kaleidoscope logo, name or theme on articles for sale must submit a written request to the Kaleidoscope Committee by the Friday, March 6, 2009, application deadline.
  • Participants will be permitted to sell items displaying the Kaleidoscope logo only if they have received prior approval from the Kaleidoscope Committee.

Mandatory Meetings

  • The schedule for the informational meetings and the final preparation meetings for Kaleidoscope participants are posted on the Kaleidoscope Important Dates page.
  • Groups participating in Kaleidoscope MUST send a representative to one of each of the two mandatory meetings. Failure to attend these meetings may result in the group being disqualified from participation in future Kaleidoscope events.

Non-Profit Status

To qualify to participate as a non-profit group, participants must submit a copy of the 501c (3) documentation, issued by the Internal Revenue Service, which establishes its nonprofit status.


Participant Guidelines


Program Clearance

Any group, program, activity or service participating in the Kaleidoscope Festival must be coordinated and cleared through the Kaleidoscope Committee to ensure appropriate management, security and operation.  Unauthorized groups are not allowed to participate and will be asked to leave the campus by a Kaleidoscope Coordinator, member of the Kaleidoscope Committee or University Police Officer.
