  1. Under an allegation of misconduct the researcher is considered innocent until an accumulation of evidence can be shown to indicate otherwise.
  2. One reason the Office of Research Integrity (ORI) publishes names of persons found guilty of misconduct is to inform the research community that a cloud of suspicion exists about the person's research.
  3. Misconduct is generally limited to avaricious persons at medical facilities and pharmaceutical laboratories.
  4. Although reprehensible, plagiarism is not a form of misconduct.
  5. Although the "principal investigator" is responsible for the research results reported to the research community, it is possible for an associate or student research assistant to fabricate research results and thereby ruin the research and the reputation of the PI.
  6. Whistleblowers are generally malcontented persons with hidden agendas and personal animosities.
  7. Allegations of misconduct must be made in writing and signed by the person making the allegation.
  8. At CSU Long Beach an "Inquiry Panel" may complete all the work of ascertaining the evidence supporting an allegation, thus eliminating the need for an Investigation Panel.
  9. There is such a thing as an "honest error" and it is different from an "honest difference of opinion."
  10. The misuse of grant funds contributes to an unethical atmosphere in which misconduct in research can flourish.
