Publicly available -- All datasets (commercial, governmental, and institutional) which are both publicly available and have no links to individuals may be used without any application for Administrative (or IRB) Review. Not publicly available -- All datasets which have no links to individuals BEFORE the researcher accesses the data, but which are not publicly available may be used without application for Administrative (or IRB) Review.
However, if any data elements have implications for the privacy, reputation, employability, or insurability of classes of individuals, before using such datasets researchers should consult with the Office of University Research by phone, memorandum, or email.
