CSULB IRB policy is based on the interpretation that the word "collection" in this context means "transcribe," "assemble" or "reduce to the terms of the specified project" with no contact between the researcher and the human subjects of any kind. For example, a researcher looking at existing records will use a "data collection instrument" to select and transcribe (record) the desired data from a larger body of information.
