Dr. Chan Feng (Steve) Tsai received a B.S. degree in Civil Engineering from the National Cheng Kung University, Taiwan, an M.S. in Soil Mechanics from the University of Rhode Island and a Ph.D. in Geotechnical Engineering from U.C. Berkeley. His areas of specialization are Geotechnical Engineering, Earthquake Engineering and Soil-Structure Interaction. He is registered in the State of California as a Civil Engineer (CE) and Geotechnical Engineer (GE). He has also been a member of the American Society of Civil Engineers (ASCE) since 1976.
