Dr. Tsai received a B.S., Civil Engineering from the National Cheng Kung University, Taiwan, an M.S. in Soil Mechanics from the University of Rhode Island and a Ph.D.in Geotechnical Engineering from U.C. Berkeley. His areas of specializations are Geotechnical Engineering, Earthquake Engineering and Soil-Structure Interaction. He is registered in the State of California as a Civil Engineer and Geotechnical Engineer. He is also a member of American Society of Civil Engineers (ASCE).
