Dr. Namika Raby is a cultural anthropologist specializing in decision making and access in development oriented public organizations. Trained in irrigation management institutions under the Professional Development Program, IWMI, and in Involuntary re-settlement, at the World Bank, she has over twenty five years experience as a researcher and international consultant in the field of community management of water resources in Sri Lanka, India, and the Philippines as well as on current water issues and management in California, USA
