Open Access Publishing in CLA?

With the introduction of the possibility of developing iTunes U. podcasts, the issue of intellectual property and its relation to open access types of publications was raised at today’s CLA Technology Committee meeting. At the meeting, I had mentioned that the Harvard faculty had adopted an “open access” policy. Having faculty provide the initiative in this kind of endeavor is essential – since it affects the way we encourage student and review faculty performance. It would a great thing to start a discussion about this issue on campus given our public status and mission to improve communities. CLA Technology Committee Meeting Minutes

1.     New Beachboard (Larry Martinez )

a.     This system will be called Beachboard 2.0 though it will run on the Angel learning management platform.   – 2.0 (Angel).

b.     The system is reported to be much better than the existing Blackboard based system.

c.     Transfers of course material from Beachboard 1.0 -> Beachboard 2.0 is supposed to be simple (basically requiring an export from Beachboard 1.0 and import into Beachboard 2.0).

d.     Personnel at the Technology Help Desk will be trained to help faculty transfer courses

e.     The Help Desk staff will be the primary point of contact for all questions related to Beachboard 2.0.

f.      Effort is being made to make sure the initial startup and implementation will be smooth.

g.     Contact Leslie Kennedy ( lkennedy@csulb.edu ) (she is leading implementation) to volunteer to use early

i.      There is a 12 month timeline – and we are currently in month 4 of that timeline.

j.      Initial testing rollout will occur in the summer ’09.  Full rollout in the fall.

k.     The first semester will have “dual” systems (Beachboard 1.0 and Beachboard 2.0). By spring, the rollover will be complete.

l.      Nonstudent (e.g., alumni accounts are possible in this new system).

m.   Assigned time has been given to a number of “Angel Gurus.” These are listed here: http://www.csulb.edu/lats/itss/design/elearn_consultants.html  For CLA our “guru” is Marc Simoes (msimoes@csulb.edu, 5-4261), lecturer, Dept of English.

n.     Faculty should get ready for this change – perhaps by testing over the summer or creating groups for sharing documents, etc.

2.     iTunes U: Podcasts (Larry Martinez)

a.     Walter Gajewski ( gajewski@csulb.edu) INSTRUCTIONAL MULTIMEDIA COORDINATOR in Academic Computing Services, is prepared to assist faculty who would like to create and post podcasts of lectures for iTunes U.

b.     The iTunes U initiative allows universities to share lecture content.

c.     This brings up issues of intellectual property and about open access publishing (in its other forms as well).

d.     Students need to be trained in fair-use of electronic resources. Perhaps this could be included in University 100 training.

3.     Computer based testing centers (Larry Martinez)

a.     Larry Martinez and Bill Grissom have prepared two classroom in SSPA building (206/207) to serve as computer test areas.

b.     Using Insite software on computers in the Social Science/Public Administration (SSPA) building (rooms 206/207) running Insight (http://www.faronics.com/html/Insight.asp ) to lock down computers – shut down USB ports and internet access. 

c.     Allows instructors to provide facilities for online tests or computers for type-written essays.

d.     Could eventually develop testing centers across campus.

e.     Current rooms have ca. 50 workstations.

f.      Scheduling of rooms for exams is coordinated by Nancy St. Martin (stmartin@csulb.edu) Office Manager, Political Science.

4.     Computer Refresh (Mike Blazey)           

a.     Computer refresh for faculty and staff is proceeding (Bill Grissom leading)

b.     Trying to get to a 4-year cycle for replacements.

c.     Targeting key staff people (e.g., ASCs) for computer replacement.

d.     Discussion about how to prioritize computers – more to come.

5.     Web support group – (Mike Blazey)

a.     Content management a big issue: solutions are being considered.
