Graduate Courses


The following courses are offered through the Department of Professional Studies. Undergraduate courses marked with an asterisk (*) may be used for graduate-level academic credit if they have not been used for undergraduate credit. 

 

EMERGENCY MANAGEMENT

 

EMER-501, Principles of Emergency Services Administration (3 units) – Survey of the field of Emergency Services Administration with emphasis on local government systems, including context and organization, functions and phases of emergency response, and historical perspectives.

EMER -542, Emergency Planning and Management (3 units) – The planning and management processes and the issues involved in large-scale emergencies. The nature of natural and technological risk and emergency will be explored via case studies. Public sector roles in contingency planning and response will be assessed.

EMER-543, Legal, Economic, and Human Issues in Emergency Administration (3 units) – Legal, strategic, political, economic, ethical, and human issues encountered in the management of disasters or major traumatic public events.

EMER-544, Law and Legal Issues in Emergency Management (3 units) – Overview of federal, state, and local legislation related to emergency management in various types of disasters. Guaranteed rights under the US Constitution and the legal and ethical application of measures within the parameters of these rights in emergency situations.

EMER-545, Disaster Mental Health Issues in Emergency Management (3 units) – Theories and practical applications of emergency mental health and self-care for those responding to, or managing response to, widespread natural and human-induced disasters.

EMER-650, Graduate Seminar (3 units) – Students will undertake literature reviews and/or research to explore emerging issues, trends and research in the field of emergency services administration.

EMER-697, Directed Studies (3 units) – Research in an area of specialization under the direction of a faculty member.

EMER-698, Thesis (4 units) – Planning, preparing, and completion of a thesis.


 

PROFESSIONAL STUDIES

 

PROF-501, Foundations of Professional Education (3 units)

History and development of education for work in the United States. Multiple purposes and principles, key federal legislation and contemporary issues and developments affecting education for professional development. Letter grade only (A-F).

PROF-502, Administrative Leadership (3 units)

Prerequisites: PROF 485 or equivalent.

Concepts and techniques of personal and professional administrative leadership.

Letter grade only (A-F).

 

PROF-503, Program Management (3 units)

Advanced principles and procedures of management emphasizing operations and evaluation of employment and training-related programs. Letter grade only (A-F).

PROF-505, Critical Analysis of Issues and Problems in Education and the Workplace (3 units)

Prerequisite: Completion of other degree-related core courses.
In-depth analysis of major research reports and reviews of historical and contemporary issues and problems. Review of various research methodologies used to examine issues and problems in the field. Letter grade only (A-F).

PROF-510, Workforce Development Policy: Trends, Issues, and Analyses (3 units)

Techniques for evaluating policy and for understanding the administrator's central role as a connector between public schools and universities and between business, industry, and local communities. Letter grade only (A-F).

 

PROF-514, Municipal Law for Administrators (3 units)

Examination of major laws and legal issues affecting local governmental agencies. Same course as PPA-514. Letter grade only (A-F).

 

PROF-535, Intergovernmental Relations (3 units)

Fundamental concepts and issues of intergovernmental relations in the United States. Same course as PPA-535. Letter grade only (A-F).

 

PROF-555, Government Budgeting and Finance (3 units)

The formulation phase in the budget cycle.  Major concepts and skills associated with budget preparation for all levels of government.  Letter grade only (A-F). Same Course as PPA-555.

 

PROF-577, Public Sector Human Resource Management (3 units)

The civil service/merit system and its impacts on public personnel systems; laws which affect the operation of a personnel system; impact of labor negotiations on personnel systems; written policies and procedures; the personnel system as a change agent. Letter grade only (A-F). Same course as PPA-577.

 

PROF-591, Corporate Training Development (3 units)

The selection and organization of corporate training curricula and development of courses to be used in public and private Professional education programs. Letter grade only (A-F).

 

PROF-592/492, Training the Trainer (4 units)

Needs assessment, instructional design, facilitation, evaluation, organizational development, succession planning and international and cross-cultural training. Not open to graduate students who have previously earned PROF-492 credit in this course. Letter grade only (A-F).

 

PROF-593, Corporate Training Methods (3 units)

Teaching techniques, philosophy, organization and planning in corporate training programs, public and private education. Letter grade only (A-F).

 

PROF-594/494, Organization Development (3 units)

Concepts, models, theories, and techniques for planning, facilitating, and evaluating interventions for organization development. Not open to graduate students who have previously earned PROF-494 credit in this course. Letter grade only (A-F).

 

PROF-595/495, Succession Planning for Organizations (2 units)

Techniques to ensure the continued, effective performance of an organization by making provision for the development, training, and replacement of key people in work activities over time. Not open to graduate students who have previously earned PROF-495 credit in this course. Letter grade only (A-F).

 

PROF-650, Graduate Seminar (3 units)

Study of selected topics including important legislation, industrial innovations, technical change and contemporary problems. Topics will be announced in Schedule of Classes. Maybe repeated for a maximum of 6 units.

 

PROF-696, Research Methods (3 units)

Prerequisite: PROF 421 or equivalent.
Selecting, defining and presenting methods of research; demonstration of research theory to problem solution.

Letter grade only (A-F).

 

PROF-697, Directed Studies (1-3 units)

Prerequisite: Advancement to candidacy.
Research in an area of specialization under the direction of a faculty member. Letter grade only (A-F).

 

PROF 698, Thesis (1-4 units)

Prerequisite: Advancement to candidacy.

Planning preparation and completion of a thesis. Letter grade only (A-F).
