Inside City Management: A Discussion of the Structure and Practice of Long Beach City Management

This interactive discussion will explore how the City of Long Beach is managed, from the structure of city government to city management practices. Mr. Modica and Mr. Gonzalez will discuss how municipal government functions, the nature of the City's relationships with other regional, state and federal agencies, the intricacies of municipal finances, and engage in a discussion of what it takes to be a part of the City's Management team and how the City prepares and trains municipal managers.

David Gonzalez currently works in the Department of Human Resources as the Leadership and Organizational Development Manager. In his role, David facilitates employee relations, communications and employee development for City employees.  His role also includes serving as the department’s Administrative Manager managing the department’s annual $7.9 million dollar budget and finances.

In regards to employee development, David facilitated the creation of several citywide employee training programs including the City’s Leadership Academy for supervisors and managers that is now in its sixth year.  The goal of the program is to help those who manage employees develop strong managerial skills and gain an understanding of key City management initiatives, systems and processes.  The program is designed to teach fundamental management and leadership practices that will help City of Long Beach supervisors and managers to be effective in their jobs.

David previously worked as the Special Assistant to the City Manager assisting the City Manager with special projects related to implementation of the City’s Three Year Strategic Financial Plan. David was tasked with developing an employee involvement and communication program to assist impacted employees with their transition to other employment options, communicate with employees ongoing changes in the organization, involve employees in change initiatives and projects, and assist employees in their career development by creating and implementing training programs.

David has also worked in the Department of Financial Management as the department’s Administrative Services Manager. Before this, he was the City’s Purchasing Manager. David began his career with the City as a Management Assistant and has been with the City of Long Beach for 22 years.  He has held numerous management positions in a variety of City departments.

David is a graduate of San Diego State University and received his Master’s Degree in Public Administration.  David continues to remain enthusiastic about his career choice and is an active participant in the Long Beach community as a community volunteer and a dedicated public servant.

Tom Modica, Manager of Government Affairs for the City of Long Beach, leads the City’s local, state and federal government relations.  Mr. Modica started with the City in 2002 as a Management Assistant, and has served in three different positions in the City Manager’s office.  During his tenure with the City, Mr. Modica played key roles in creating and implementing the City’s Three-Year Financial Strategic Plan to reduce its $102 million structural deficit, optimizing City services as the project manager for the Fire Services Optimization Study, and also participated in numerous Citywide taskforces and efforts, including the Boeing C-17 Red Team retention effort, managing the Breakwater Reconnaissance study, directing the City’s efforts to secure over $120 million in Stimulus dollars, and serving on the City’s Executive Management Team.

As the Manager of Government Affairs, Mr. Modica coordinates the City’s local, state and federal government relations for all City departments, excluding Harbor and Water.  He provides elected officials and management staff with timely information, analyses, and recommendations regarding various legislative issues and related intergovernmental activities.  Mr. Modica is also responsible for working with the Mayor, City Council, and City Manager in setting State and Federal Legislative priorities for the City of Long Beach and works closely with the area elected officials and the City’s State and Federal advocates to carry out Long Beach’s legislative agenda and communicate the City’s legislative positions to the media.

Mr. Modica hails from Tucson, Arizona.  He received a Master’s Degree in Public Administration and a Bachelor of Arts from the University of Arizona.  Tom resides in Long Beach with his wife and two children.
