Appeal Information for Expiring/Expired Preliminary Teaching Credentials

The Commission on Teacher Credentialing (CTC) has amended Title V Regulations to address expiring Preliminary Education Specialist, Multiple and Single Subject teaching credentials. Holders of soon to expire or expired Preliminary Teaching Credentials may now request an extension by appeal.

It is important to note that these new amendments do not change the clear credential requirements of employment and completion of a CTC-approved Induction Program, rather they allow teachers additional time to complete existing clear credential requirements under current statutes.

The following appeal options are available:

 

Preliminary Education Specialist, Multiple or Single Subject Teaching Credential holders may qualify for a three-year extension if the following requirements are met:

  • Show renewal code R14I or R19N on their credential; and
  • Certification that the individual meets one of these criteria:
    • is not currently employed in a teaching position,
    • was employed for less than one school year and was not able to complete a teacher induction program, or
    • is employed in a position that does not allow for completion of a teacher induction program

Preliminary Education Specialist, Multiple or Single Subject Teaching Credential holders may qualify for a two-year extension if the following requirements are met:

  • Show renewal code R14I or R19N on their credential; and
  • Individual is employed in a teaching position that allows for completion of a teacher induction program but have not been employed long enough to earn the clear credential.

An applicant may also be eligible for a one-year extension even if previously issued a two-year or three-year extension for the same credential. In such a case, the applicant must be employed in a teaching position that allows for completion of requirements but not long enough to have earned the clear credential.

 

Requesting an Extension:

Individuals should refer to the CTC Extensions by Appeal webpage (Link) as well as CTC Leaflet AL-3 (Link) for a complete list of requirements and application instructions. The following items must be mailed to the CTC:

  • Completed Application Form 41-4 (Link)
  • Application Processing Fee - see Leaflet CL-659 (Link)
  • A letter stating the circumstances or reasons which necessitate the extension
  • Completed forms appropriate to the credential type requested
  • Official transcripts and exam score reports verifying any renewal requirements that were completed
  • Documentation verifying the reason(s) for requesting an extension
