Notes:

Easy-to-use evaluation methodology is being designed to be easy to use w/ clearly defined steps
Multi-step means there will be several steps...with each step increasing the specificity in testing for accessibility (starting at heuristic evaluation and ending w/ user testing)
Evaluations will be conducted with the prototype evaluation methodology and methodology will be improved based on feedback from initial evals
