Deborah

The question that came up around web access is, who has the ability to change things when you have a variety of different points where people are offering things and people are in control of the accessibility of the software, and I was wondering if you could talk about that a little bit?

Doug

Hmm, who has the opportunity to affect accessibility?

Deborah

When you've got applications and then you've got the operating software and there's such a variety of layers.

Deborah

Ummm.

Doug

OK. Yes. The problem that I see, if I'm not mistaken, that they've got themselves into is that they've tried to combine software and web, correct?

Deborah

Right.

Doug

Well, to some extent, the interface from the end user may be the same, but the development structure, how things are made are very different from an operating system versus a web page. So, that's an awfully good issue. The easy out is to say the creator. Again, always think of 508, and this really irritates vendors when we say it, but it is true, 508 requires nothing of vendors. 508 requires agencies to buy. If a vendor doesn't want to sell to the government, they don't have to do anything. But, now they can't sell to the state of California either.

Deborah

Well, so it affects their business relationships with other companies that they partner with or that they work with.

Doug

Agreed.

Deborah

Right.

Doug

It'd be foolish for them to say, although I will tell you that two have told me straight up that accessibility was not on their horizon and that they had no intentions of dealing with the government in any way, shape or form.
