This has to do with the volume, or gain, as it's called. And the idea, this is something that has been wrestled with. It is felt that raising it 20db is the maximum you ever want to raise it. If somebody needs the phone raised that more over standard, then you're getting into damaging volumes. The standard voice level is generally around 70, 75 to 80 db. So, if you raise it by 20, then you're going up to 100db and that's pretty loud.
