I have a question about the last one. Why would it be redundant?

The fact is that if you had met all the other requirements, there's nothing special for a new element in a form, it's just a group of all those other things: input fields, text boxes. In software, when we talk about forms, the only time this really gets sticky is in word forms. When you create a word form, a lot of people don't realize that there are things they have to do to make that form accessible. Basically, it is easier for a programmer to make buttons and so on accessible, than it is for someone writing a word document.
