Dear CSULB Faculty and Staff:
As we undertake the difficult task of implementing employee furloughs, I want to thank each of you for your continued commitment to the University and our students. All of us will feel the financial impact of these days off in the coming year, and I recognize and applaud everyone's efforts to keep as many colleagues employed as possible.
As I communicate this furlough information, there still are a few open technical issues, so please keep in mind that some details may change over the course of the year. However, I believe that it is important for our employees to have as much information as possible now so that they can begin planning for their days off.
As of the date and time of this communication, our furlough plans apply to all CSUEU, UAPD, APC, CFA, MPP, Confidential and non-represented employees on campus. Designated employees who perform public safety duties, such as police officers and dispatchers, are exempt from furloughs. The State Employees Trade Council (SETC) is the only organization that has elected layoffs instead of furloughs.
I know that everyone will have many questions regarding the CSULB furlough plan. Detailed documents will be posted to our website, link provided below, and hard copies of these documents will be available in your departments.
An overview of our plan is that it consists of twenty-four (24) furlough days in an eleven (11) month period (August 2009 to June 2010) for many of our employees. Academic Year instructional faculty will take eighteen (18) furlough days during the academic year. 11/12, 10/12 and part-time employees will have a different number of days as outlined in our detailed documents. We have designated six (6) faculty/staff "State Budget Closure Days" which are campus shutdown days when, with few exceptions, campus services will be closed. We have designated an additional eleven (11) days as staff shutdown days outside of the academic calendar when most campus departments will be expected to close for business. The days we have designated as shut down days were scheduled with the maximum benefit to employees wherever possible (e.g., before or after a holiday). A calendar of the campus shutdown days is on-line. Departments that are unable to close will operate on a shut down day and those employees will schedule alternate furlough days during the same month based upon availability and operational need. The head of any department that cannot participate in a shutdown day for operational reasons that cannot be avoided must submit a written request to the President for approval.
The remaining furlough days I have not designated will be scheduled by the employee with their supervisor and will be approved based on availability and their department's operational needs.
More detailed information specific to faculty will be provided in a separate communication as soon as possible.
Several documents over the next few days will be posted to the Staff Human Resources website with details regarding our staff plan. These documents include a campus shutdown calendar (which contains the faculty/staff state budget closure days), plan assumptions, FAQs, and an Employee Furlough Day Election Form. I strongly urge every staff member to review these documents carefully to understand how the program will work. Each department will make hard copies of these documents available to employees who do not have computer access. These documents can be accessed on the Staff Human Resources web page.
Please also note that we have established a location for you to obtain the most current budget developments and information, including information about furloughs. The CSULB Budget Central can be accessed by clicking on the Budget Central icon on the campus web site homepage.
