Breast Cancer
Projects
My research on breast cancer screening among older Hispanic women has been funded by the
AARP's Andrus Foundation, the University of Arizona Cancer Center, the Centers for Disease
Control, and the National Cancer Institute.
First we conducted large scale surveys of knowledge, attitudes, and practices of breast cancer screening in the Hispanic community in Arizona, Texas, and California. Then we designed a community-based program to increase screening in Tucson. Finally, we have created a multi-media workshop to stimulate acceptance of breast cancer screening in the community in El Paso and Long Beach.
My latest project is to investigate the organizational characteristics that contribute to the success of new public-private-non-profit breast cancer collaboratives in LA and Orange Counties.

Used Oil Recycling
Projects
Working with Jeff A. Camera (MPA student), we are undertaking a comprehensive analysis of the
system of oil purchase, use, and disposal by boat owners in the Long Beach area. We are
conducting surveys of boat owners' awareness and practice of oil recycling. We are also
determining what public and private opportunities there are for used motor boat oil recycling. We
will be making recommendations to improve the rate of recycling by boaters. This project is
funded by the California Integrated Waste Management Board.
Central America
Projects
For the past 10 years I have been interviewing women who are elected to the national legislatures
in five Central American republics--Costa Rica, El Salvador, Guatemala, Honduras, and
Nicaragua. This research has been supported by the Tinker Foundation, the Fulbright Program,
the University of Arizona, the University of Texas at El Paso, and the National Endowment for
the Humanities. I am currently working on a book based on the lives of these women.

For the past 5 years I have been working on developing new ways of teaching using new
computer technology. This research has been supported by the University of Texas at El Paso and
California State University Long Beach. I have developed an interactive tutorial for students to

US-Mexico Border
Projects
I interviewed public managers who work on the border in cities in the United States and in
Mexico. This project was supported by the University of Arizona, the University of Texas at El
Paso, and by the Fulbright Border Lecturer Program. I found many similarities but also crucial
differences in public management between U.S. and Mexican municipal managers. I have taught
courses in Spanish at the Nicaraguan Institute of Public Administration and the Universidad
Aut¢noma de Ciudad Juarez in comparative U.S.- Mexican public administration and public
policy.

Women
Projects
I have worked at several universities to encourage women and minority students to major in math,
science and engineering. At the University of Arizona we started a mentoring program to improve
retention rates for women students. We were funded by the Eisenhower Math and Science Funds
to train middle school science teachers to use "Family Science" to increase female and minority
participation in science. And I have participated in the annual "Expanding Your Horizons"
Conference to bring 7th grade girls to see science programs at universities.
Another interest is the impact of women on public policy. I studied the different in public policy enacted in the Arizona Legislature over a 20-year period, to determine whether increasing percentages of women produced any changes. We also conducted a comprehensive study of women and health care in Arizona for the Soroptomist International club.

MPA programs must be re-accredited every seven years. I have worked on the producers to
obtain accreditation at the University of Texas at El Paso. At Cal State Long Beach, I have
worked on the curriculum revision that will take effect in Fall 1998. And I helped to design a new
MPA Program at the Nicaraguan Institute of Public Administration.
