This is essentially a Mouse’s Staircase / Witch’s staircase, familiar to Kindergarten students throughout the world. Here, the initial overlap angle has been changed to 60 degrees, rather than the traditional 90 degrees. A 45 degree overlap gives an octagonal staircase, open at the center.

The garland closes down into a very compact spiral hexagon tower.

But, release the tension a bit, and it pops out.
